Section 8
Duties, Duties and Powers of the Executive Committee
: The Duties, Duties and Powers of the Executive Committee shall be as follows:-
(a) To prepare national policies and plans related to disaster management and submit them to the Council (b) To approve and implement integrated and sectoral policies, plans and programs related to disaster risk reduction, disaster response and disaster recovery subject to the national policies and plans approved by the Council. (c) To approve and implement strategic plans and programs related to disaster management (d) Determining the roles to be played by all public, private, non-governmental bodies and institutions in relation to disaster management and to make such institutions and bodies to include disaster management issues in their policies, plans and programs,
(e) Determining the roles and responsibilities of ministries, departments and other bodies of the Government of Nepal in relation to disaster management,
(f) To develop the institutional capacity of the federation, state, district and local levels in relation to disaster management. (G) To include the subject of disaster management in the educational curriculum from school level to higher level,
(h) To formulate and implement an emergency plan according to the subject area for disaster risk reduction, (i) To minimize the potential impact of natural disasters, to identify risky places and to carry out risk and crisis mapping of such places,
(j) Preparing and implementing risk-sensitive development and land-use plans (k) To carry out disaster risk assessment of public infrastructure related structures (l) Relocation of people and communities living in vulnerable areas such as riverbanks, landslides, landslides and inundation areas or vulnerable areas with potential disaster riskTo do, to cause,
(d) To formulate and implement special plans and programs for women, children, senior citizens, Dalits, marginalized groups and communities, disabled and disabled persons who are at risk of disaster,
(d) Identify communities in high risk situations and carry out risk reduction (n) To develop and operate a national early warning system (i) Formulating and implementing the national disaster response framework for disaster response, (th) Arranging arrangements to provide immediate relief to the disaster victims,
(D) To formulate and implement the necessary procedures and standards so that the institutional mechanism is automatically operated to carry out primary tasks including search, rescue and relief immediately upon the occurrence of a disaster. (d) Arrange for immediate medical treatment for the disaster affected by arranging adequate infrastructure and facilities in public and private hospitals or health institutions for emergency treatment,
(N) Prepare and implement the necessary standards regarding the role of mass media during disasters. (p) To suggest to the government of Nepal about the national policy regarding immigration, customs and quarantine to be adopted during the disaster,
(f) To restore economic activities in the disaster-affected areas, to create employment opportunities and to conduct programs to generate income for livelihood,
(b) To conduct disaster recovery programs in disaster affected areas (B) mobilizing and providing international, bilateral and multilateral aid received in the field of disaster management under the prevailing law. (M) To perform other tasks prescribed by the Government of Nepal or the Council in relation to disaster management (y) prescribed in relation to disaster managementTo cause other acts to be performed.
